Combat Veterans for Congress PAC – Endorsement Biography of the 158th Candidate
Alexandra del Moral Mealer (CPT, U.S. Army, EOD – Afghanistan Veteran)
Candidate for U.S. House of Representatives, Texas Congressional District 9 (TX-09)
Alexandra “Alex” del Moral Mealer is a combat‑tested U.S. Army Explosive Ordnance Disposal (EOD) Officer, West Point graduate, Harvard‑educated attorney and business leader, and a proven public‑safety advocate. She is running for Congress in Texas’ 9nd Congressional District, a newly redrawn, majority‑Hispanic, blue‑collar district spanning Harris, Fort Bend, and Brazoria Counties. Mealer is a constitutional conservative, a mother of two, and a leader who has demonstrated integrity, courage, and competence in every phase of her career.
Early Life & Education
Alex Mealer was born in 1984, in Sacramento, California, where she was raised by a nurse mother and a police‑officer father. She left home at age 18 to attend the United States Military Academy at West Point, earning a B.S. in International & Strategic History with Honors in 2007. At West Point, she competed in tennis, rugby, and Sandhurst, reflecting the discipline and physical rigor that would define her military service.
Following combat deployment, Mealer earned both a Juris Doctor from Harvard Law School and an MBA from Harvard Business School, completing the joint program in 2016. Her academic and professional trajectory reflects a lifelong commitment to national service, strategic leadership, and public accountability.
Military Service – U.S. Army Explosive Ordnance Disposal (EOD)
Commissioned through West Point, CPT Mealer entered active duty in May 2007, and served until September 2012. She completed the Army’s elite Explosive Ordnance Disposal Officer Course, Air Assault School, and multiple advanced tactical programs.
During Operation Enduring Freedom, Mealer served as:
- EOD Platoon Leader
- Company Commander, 723rd EOD Company
- Headquarters Company Commander, 52nd EOD Group (600+ personnel)
Her deployment was marked by extraordinary responsibility. With only months’ notice, she built and deployed a 44‑man EOD company to dispersed combat outposts across Kandahar. After her previous commander was killed in action, she assumed command of the Headquarters Company and voluntarily extended her deployment to ensure continuity of operations.
EOD officers face some of the most dangerous missions in the U.S. military — route clearance, IED disruption, counter‑explosive operations, and constant exposure to ambush and indirect fire. CPT Mealer led teams responsible for 23 successful bomb disposals, safeguarding U.S. and coalition forces.
Her awards include:
- Bronze Star Medal
- Army Commendation Medal (2nd Award)
- Army Achievement Medal (3rd Award)
- Joint Service Achievement Medal
- NATO Medal
- Afghanistan Campaign Medal with Two Campaign Stars
- Combat Action Badge
- Basic EOD Badge
- Air Assault Badge
- Joint Meritorious Unit Award
Private‑Sector Leadership
After leaving active duty, Mealer built a distinguished career in finance and organizational leadership:
- Vice President, Strategic Planning & Organizational Development, Private Financial Institution
- Leads enterprise‑wide risk, credit, and operational restructuring ahead of a planned liquidity event.
- Energy Investment Banking, Wells Fargo Securities & Credit Suisse
- Led major M&A, IPO, and capital‑markets transactions in the energy sector, including multi‑hundred‑million‑dollar deals for public companies and private equity.
Her private‑sector experience gives her a deep understanding of macroeconomics, fiscal responsibility, and the national debt, shaping her platform as a pro‑growth, pro‑business conservative.
Public Service & Community Leadership
In 2024, Mealer was appointed to the Houston Metropolitan Transit Authority (METRO) Board, where she served as Chair of Public Safety overseeing a $1.9 billion annual budget. She led the effort to fully staff METRO Police for the first time in over a decade, increasing headcount by 20% in under a year in preparation for the 2026 FIFA World Cup.
Despite political attacks falsely labeling her a “socialist,” Mealer consistently championed law enforcement, fiscal discipline, and infrastructure modernization, including securing $50 million for a new police headquarters and expanding recruitment pipelines near military bases.
Previous Campaigns
In 2022, Mealer ran for Harris County Judge, raising over $10 million in six months and earning 534,720 votes (49%), outperforming the Republican baseline by roughly 10 points in one of the nation’s largest Democratic counties. Her near‑victory established her as one of Texas’ most capable and compelling conservative leaders.
2026 Congressional Campaign
Mealer entered the 2026 race after redistricting created a competitive, working‑class district where voters prioritize public safety, economic growth, border security, and fiscal conservatism. She has run a grassroots‑driven campaign since August, meeting voters across Harris and Liberty Counties while her opponent relied on insider slates and political machine support.
Her district is pro‑Trump, and she has earned the endorsement of:
- President Donald J. Trump
- Rep. Jim Jordan (who held two rallies in Liberty County)
- Rep. Brian Babin
- Gov. Greg Abbott (previous cycle)
- Sen. Ted Cruz (previous cycle)
- Houston Police Officers Union (previous cycle)
She has raised over $1.5 million in hard dollars, largely from grassroots donors and Texas’ business community.
Mealer characterizes herself as a constitutional conservative, not a populist — committed to small government, free enterprise, national security, border enforcement, and entitlement reform. She is running because she believes the district deserves a representative with competence, integrity, and a record of real service, not a career politician seeking attention.
Family
Alex Mealer has been married to Eliot Mealer since 2008. They have two children and reside in Houston, Texas, where they have lived for more than a decade. Her family includes multiple generations of veterans from both the Army and Navy.
Conclusion
Alexandra del Moral Mealer embodies the values of duty, honor, and country. Her combat record, professional accomplishments, and commitment to public safety and fiscal responsibility make her an exceptional candidate for Congress. She represents the next generation of conservative veteran leadership — principled, mission‑focused, and unafraid to take on entrenched political interests.
Combat Veterans for Congress PAC is proud to endorse Alex Mealer for TX-09.
